Kuttayi Regulator – A Disaster.
Several houses are being flooded today in the area north of Kuttayi shutter. The shutters remain closed despite complaints from the affected people. This is when people have have been demanding that the shutters remain open all the time, as they create only hardship for people. During the dry season Tirurpuzha becomes polluted and the wells in the area become useless or dry, when the shutters remain closed. Now in the rainy season flooding is caused.
The steady lowering of the water level in the river caused by unscientific shutter operations, has tempted people to encroach and build or farm in the dried-up low-lying areas. This has exacerbated the flooding problem in the rainy season. In the dry season also, even a high tide will cause flooding in the encroached lowlands. The affected few, the newly created stake holders, would want shutters closed then! But when they are closed , the river and wells will die as we have seen in the last seven years. Therefore, the problem created by the Kuttayi regulater is becoming a disaster, from which it seems impossible to save the river, the wells and the environment. Bold and immediate action with a clear understanding of the dynamics can, however, reverse the decline. That action is to stop the unscientific shutter operations and keep the waterway permanently open all the time.
